SIB¶
Summary
- SIB (System Information Block) carries the broadcast configuration a UE needs to access and operate on a cell — everything beyond what fits in the tiny MIB.
- SIB1 (a.k.a. RMSI, Remaining Minimum System Information) is mandatory and carries the critical access parameters plus a schedule for everything else.
- SIB2 onward ("Other System Information", OSI) covers cell reselection, warning notifications, timing, and other feature-specific configuration — broadcast periodically or requested on-demand.
Think of SIB1 as:
"Now that you've read my MIB, here's everything else you need to access me — and a map to find any additional information you might want later."

System Information Architecture¶
- Minimum SI = MIB + SIB1. It's broadcast periodically and unconditionally; a UE must acquire it before it's allowed to camp on a cell.1
- Other SI (OSI) = SIB2 and beyond. These are not required before initial access — the UE only needs them for things like cell reselection, warning notifications, or feature-specific behavior, so the network can broadcast them less aggressively or provide them on-demand.1
- MIB and SIB1 each have their own dedicated RRC message (
MasterInformationBlock,SystemInformationBlock1). SIB2 through the rest of the catalog are instead wrapped together inside a genericSystemInformationRRC message.2
SIB1 (RMSI)¶
- Transport: carried on the DL-SCH via PDSCH, scheduled by a Type0-PDCCH Common Search Space — the same CORESET#0/search-space configuration the UE derived from
pdcch-ConfigSIB1in the MIB.3 - Scrambling: the PDCCH carrying SIB1 is scrambled with SI-RNTI, a fixed, standardized value (
0xFFFF), using DCI format 1_0.4 - Periodicity: 160 ms, with repeated transmissions within that window for combining/reliability — similar in spirit to how MIB repeats within its own 80 ms window.13
- Size limit: the physical layer caps SIB1 (and any other SI message) at 2976 bits.4

QXDM Tip
In a QXDM or QCAT log, a decoded SIB1 shows up under the BCCH-DL-SCH (Broadcast Control Channel mapped to Downlink Shared Channel) logical channel type.
In the log packets (typically under NR RRC OTA messages), the message type is explicitly identified as bcch-DL-SCH-Message.
si-SchedulingInfo (inside SIB1) is what makes this addressable — it tells the UE which SIBs are grouped into which SystemInformation message, and when to find each one:1
schedulingInfoList— up to 32 entries, each mapping one or more SIBs to a specific SI message, along with that message's periodicity and whether it's actually broadcast (si-BroadcastStatus).si-WindowLength— how many slots wide the SI acquisition window is (always ≤ that message's periodicity).si-RequestConfig— the RACH-based configuration a UE uses to explicitly request an SI message that isn't broadcast, rather than waiting for it.
How the mapping works
If a cell broadcasts SIB2 through SIB5 as one SI message each, the first entry in schedulingInfoList conventionally maps to SIB2, the second to SIB3, and so on — the UE walks this list in order to figure out where to find any SIB it needs.4
Other System Information (OSI) & Scheduling¶
SIB2 onward are bundled inside a generic SystemInformation message rather than each having their own dedicated RRC message.
The SystemInformation message is used to convey one or more System Information Blocks or Positioning System Information Blocks. All the SIBs or posSIBs included are transmitted with the same periodicity.

SIB Information Elements¶
The snippets below are illustrative, decoder-log-style examples — constructed from the real ASN.1 field definitions in TS 38.331 (Release 17), in the same spirit as the MIB example on the MIB page. They aren't captured from a live network log; use them to see roughly what each SIB's key fields look like once decoded. For detailed field description, please see relevant 3GPP documentations.
